Case Study - Nursing & Midwifery Council of Nigeria's LMS

The problem

Nigeria has a maternal mortality rate of 630 per 100,000 live births - one of the highest in the world, and among the countries responsible for over half of all global maternal deaths. At the root of this crisis is a workforce training gap. Midwifery education in Nigeria suffers from limited access to clinical training, a mix of several challenges and virtually no digital learning infrastructure.

The Nursing and Midwifery Council of Nigeria (NMCN) - the regulatory body overseeing the training and certification of all of Nigeria's nurses and midwives - had no enterprise-grade digital platform for delivering, tracking, or credentialing its continuing education programs. Midwifery students and in-service professionals across the country's 11 priority states lacked access to standardised, evidence-based learning resources on critical maternal health innovations.

What we were asked to build

The Gates Foundation funded an initiative titled "Digital Innovation for the Transformation of Midwifery Pedagogy" - a 36-month project to design, build, and deploy a comprehensive digital learning platform for the NMCN, and to populate it with evidence-based content on three critical maternal and newborn health innovations: postpartum haemorrhage (PPH) management, management of anaemia with IV Iron and Multiple Micronutrient Supplements (MMS), and intrapartum maternal Azithromycin for sepsis prevention.

Telleosis was selected to lead the digital infrastructure development, working alongside a content development team from Charles Darwin University (CDU), Australia, under the oversight of the Liverpool School of Tropical Medicine (LSTM).


What we built

The platform integrates AWS cloud infrastructure (EC2, RDS, S3, Lambda, CloudFront) to ensure scalability and reliable performance across Nigeria's variable connectivity environments. Planned for a future release is to integrate a blockchain-based digital credentialing layer (DiCert DPI) for tamper-proof certificate issuance, and integrated Nigeria's National Identity Number (NIN) system for secure identity verification at registration.

Content on the platform, including first-person point-of-view clinical videos, 3D animations, podcasts, and H5P interactive learning activities, was co-developed with CDU and contextualised to Nigeria's maternal health landscape and the International Confederation of Midwives (ICM) core competencies.

Where we are today

As of 2026, the platform has been deployed to a selected number of 20 institutions as a pilot phase. Over 2,000 users - midwifery students, educators, and council staff - have been onboarded across 11 Nigerian states including Zamfara, Niger, Yobe, Borno, Bauchi, Katsina, Kano, Plateau, Kaduna, and Akwa Ibom. Content modules on the PPH bundle have been deployed in collaboration with CDU, with sepsis and micronutrient modules in active development.

Educator and ICT officers training workshops have been delivered at pilot sites, with 20 digital champions recruited across schools to sustain adoption and support ongoing content updates using H5P - ensuring the platform remains relevant without requiring ongoing technical intervention from Telleosis.
